What are the rules and guidelines to having your post safe and free of ... (OFF-TOPIC) or (DUPLICATE) or (SPAM)?🤔🤔

Question

I have seen many posts with those words created by the mods. I love for the mods to answer this question too! I know sometimes people make posts about off-topic, duplicate and spam posts that are obvious, but sometimes it's hard to figure out. For example would a celebration code count as OFF-TOPIC with or without a code along with it and so on. Hope you would be able to answer these questions to clear any mishaps anyone has.
And there already is a post about rules of sololearn, will post.
