In that case your site would be static, unless you are using Node.js. Again, it depends on what you want to do, with PHP your site would be dynamic and you could load content directly from a database, as well as having a number of utilities

With Javascript you can achieve the same, but you should know about the use of Node.js and see if your hosting has support for it

By the way you express your question I can assume that you are talking about CodePlayground

In that case the answer is relative, you can use PHP if you need to use any of the functions and tools offered by the language. Contrary, if you only need to use HTML, CSS & JS then "WEB" will be fine
