Online Learning Platform

Im planning to create an online learning platform of mathematics for my country just like Sololearn but what programming languages & the required skills I need before be able to do it?

@Hacker You had a brilliant idea. For the website you should learn HTML CSS JavaScript for the front-end and PHP SQL for the back-end.
For making an app , you should learn Java and Android Development or you can learn kotlin too.
