Problem solving for the most part is a skill which develops over time and experience, however, some can just see a problem for the first time and solve it ie... talent maybe or not... could be just a lucky guess.

In my humble opinion, not everyone can do that, some people's brain are just not suitable for it.
It's kinda similar of asking "Can anyone write a good poem?"
The answer is obviously not, not everyone can do problem solving. You need some talent.
BUT, the huge but here is that you don't need a lot. It's more of a hard work than pure talent, although you need some talent eventually.

Both. Being affected by both nature and nurture, problem solving actually comes by itself, though slowly, as the brain develops. To quicken this growth, as it is way too small to really notice, you should try some mind puzzlers or brain teasers. Be sure it includes a logical conclusion, since logic and problem solving are tied together. I would say 93% of the time it is logic...
The rest? Usage of knowledge. If you use what you know to extreme capabilities(without use of logic) then long word questions will pass by easily.
There is obviously much more, but time is crucial, especially because it is powering the universe...

Problem solving is a great quality, but it's depends on how much you want to solve and how much you tried. Nobody born with natural talent, you have to work hard to be a natural problem solver.
