By which programming language i can make a typing software for PC's keyboard for my native alphabet?

All PC or laptop have English typing keyboard. If I want to write in my native language alphabet such as Japanese/ Portuguese / French or any native language's alphabet on MS word document, I have to make or develop a typing software for Ms office word. So what can I do or which programming language I have to follow to make/develop my typing software?
