Is there any other markup language that can be used to make websites

if there are can we use javascripts ,css , bootstrap etc to make it responsive????

Maybe XML, but I don't know why you would want to.

Not really. Even if there was another mark-up language to create websites with, CSS and JS would be useless, unless you have HTML, because these 3 go hand-in-hand.
