Developing iOS apps on Windows?

Is it possible to develop iOS apps on Windows? How can I do this without Mac and XCode? (But I have iPhone and iPad;))

Yes IOS apps can be developed in Windows.

Download Visual Studio Community Version for free. Download and install the ios plugin in Visual Studio Installer.
