Depends on your intuitions. Do you want to learn as few concepts at a time as possible? Or do you want to understand how every bit of your program works, and why it works. Are you the type of person that accepts answers like "it just works", "the operating system does it", or "the compiler handles it", or do these seem unsatisfactory to you? Do you believe in magic? If you do, you should start with Java. The good thing about C is that you can understand quite easily how it is implemented at a hardware level (especially if you take 30 minutes to look into assembly). The bad thing is that you have to understand it in order to use it effectively.
