Dont use ur own machine. Use a VM and a browser emulator hosted on an isolated network until u are confident(even so, using other machine good). Due to stigmas about hacking in general its an skill and has many uses good uses. The main stream media focuses only on the criminal element which causes stigma and bias. if u want, go to forums that support networking and hacking. Also the new laws are recent they did not exist in the 90s. It also depends on country for instance it is not against law long as it not russian citizen(source). The only way to become good is to pratice. Many jobs hire with knowledge of security and law. Some sites even pay to have hacking and bug finding. There is such a legit site that would pay to find exploits and bugs created in 2016 and was hidden from public view(beta invite only) until now. They were looking for vets to provide feedback but they also accept those with networking security knowledge.

You can use your own personal laptop or desktop (or any other device that is yours for that matter). Just make sure you are only doing it in your own network and not checking out what the neighbors are doing on their networks. That would be breaking the law. You also can't do random port scans to a web server if it isn't a server being housed in your own network in your own place (doing port scans against your own website being hosted by a company you pay to host your website is technically illegal so don't do it).

I'd recommend setting up a virtual machine using VMware or virtual box and simulating it as a separate computer to test against. It'll give you some thrills to build your own network or port scanner and see that it can get info about a fake computer on your own network.

If you wanna get wild, once you build your scripts, set them up to automate as a cronjob and trigger the scripts to check if there are any additional devices that are on the network that aren't the original devices and have it scan whatever those devices are and returning the data to you via email or a text message.
