how can i develop an application work on all phones?!!

i heard that can a developer develop an application works on all phones android, iphone, windowsphone,blackberry ....
is that possible,?
how can i do it

You can't. At least not a native one. You can use frameworks such as PhoneGap but those are limited, slower, less memory efficient, and lower quality.
