Option tag does not require an ending tag ?

when using select or datalist option tag is single
With optgroup its double
<optgroup label="Swedish Cars">
<option value="volvo">Volvo</option>
<option value="saab">Saab</option>
</optgroup>
All in all that html question is a very bad one
