There are numerous ways and usable languages to do that. You can actually find apps that will teach you basic hacks for the purpose of informing people how hacks work so that you can protect yourself from hacking. Just search google.

I think socket programming comes into the picture. I tried reading a book on it but couldn't understand how to really get into it.
