You Need to know quantum mechanics to designe algorithms for quantum computers and to program a quantum computer, the idea is to use superposition and quantum entanglement to produce a computer that can solve certain problems more efficient( in better time complexity) than a Standard Turing machine.for example we have a fast algorithm for factoring primes on a quantum computer.
