There are some utilities that can extract frames from video and gif objects. I dont know the names of those utilities off the top of my head unfortunately. From there you have single images that you should now be able to provide as wrappers in an animation. Out of curiosity are you using blender only or are you using blender and unity or unreal for your animations?
