For a small,simple site; no CMS is needed. WordPress easy but less secure. Grav CMS is a neat flat file CMS. Concrete5 is great for end users. Netlify provides the possibility to host its CMS (and your site) online freemium based or as a decoupled CMS. There's so many options really.

I vote for CMS Joomla, the interface is clearer to me and enhanced editing capabilities!

If you have your own HTML website, you could add CMS features easily to the HTML website using ProcessWire.
