For a small, simple site; no CMS is needed.
WordPress easy but less secure.
Grav CMS is a neat flat file CMS.
Concrete5 is great for end users.
Netlify provides the possibility to host its CMS (and your site) online freemium based or as a decoupled CMS.
There's so many options really.
