Submit the site yourself.
Ensure you have the correct / appropriate meta-data/tags.

I own a super small site. Less than 100 hits in the last year. You can easily find it by just searching for its name.
Try it yourself. Search for "The Good News HQ" and it should take you to http://thegoodnewshq.com as the first link.

It should be noted the Google doesn't play nearly as nicely with backlinking as it used to, so idk if the advice to backlink is relevant anymore.

Usually you don't have to do anything, it will happen automatically once your website has an dns address (means it is accessible without IP address). Your site might be hard to find via google though because of the algorithm that almost ignores small websites. However there are few steps that will help you to get better results in search engines. To find them you can use a search engine as well ;)

The methods that you need to search for, alluded to in the comment above, is SEO or Search Engine Optimization. As far as getting your website on Google at all, Google automatically does this for you, although tue crawlers arent the quickest to put everybody on. It might take a few months to popupate in.
