Please how do you create a quiz for HTML language in the quiz factory.

you can't.
long answer:
because of a overflow of submissions, and a LOT of repeated questions, you can't make any more html quizzes.

There's already a lot of HTML quizzes... So you can't create any more... Till then try creating other language questions ☺️

And how long does it normally takes for sololearn staff to approve a quiz in other languages/courses?

You mean to say their server(s) can't handle the load or what ?
If that was the case then they should stop new registrations into the app and stop quiz factory itself. @LONGTIE👔
