if you talk about speed C++ has edge it run faster as it is close to machine language. if you talk about time required for programming,Python is better as it is high level program. You will do a lot more in same time in python.
Moreover Python is a language of future and is growing swiftly.

If its about speed, both python and c++ will still attain the same speed in machine learning. Because numpy, a very strong python library used for machine learning is a framework of c++.
Therefore, python is better as its algorithm is easy to develop.
