Can I use Console commands of c++ to make windows application other than console application?

Question

i want to use commands like : cout << "bullsh**";
but i to make a windows app people say i need to be familiar with win32 api, is there no way i can use the very command tht we use in console application to make a windows application?

In case by win32 API people mean mostly GUI interaction...
