Learn Media Query
You will learn how to manage the webpage according to screen size.
And after that you can make your website responsive.

But I recommend you to learn Bootstrap after that. It's the best tool to make your website responsive. Also it decreases the amount of code in CSS. So it makes the webpage looking so dope and also consumes less time to create.
