Can one be a webmaster without knowing JavaScript?

I recently completed Bootstrap and I can confidently say I am good at HTML, CSS and Bootstrap. I just started learning PHP for my backend and I want to know how important knowledge of JavaScript is. Can I skip it or it is important that I learn it?

If you want to focus majorly on back end, then javascript is not a must but knowing just the basics would be great, but if your focus is on front end then javascript is essential.

Yes, though no logic inside but simple on the outside. there is a speech actully like this by the RUBY creater “ruby is simple in the outside but complex in the inside just like our human body.”

If a webmaster means managing your website using the fields that you'll send to your server, then your backend language is enough. JavaScript is more used to make some operation on the client-side (except if it is used as the backend language BTW).
