Help needed for Python & Neural Network Modelling!

Question

Hi I am taking a course on neural network modelling and it involves Python except the lecturer did not give us any explicit examples of how to code in class so now I am completely lost and don't know where to start on my assignment even after finishing some recommended readings on a Python crash course. It is such a steep learning curve!

I know it is actually a simple task but I am not comfortable/familiar with the Python language yet (or coding in general) so I would kindly appreciate it if someone could provide me with some starting points like in terms of how to write out my definitions, fields and methods.

Any help would be greatly appreciated as I am very desperate here!
