It's a bit like asking what's the difference between a automobile and a Ford Jeep.
Artificial intelligence is a broad category of algorithms meant to simulate intelligence. This can be anything from an if statement, to decision trees, to yes, neural networks.
Neural networks are a form of AI. Discovered around the 80s, but recently grown popular due to hype and computing power. They try and simulate a brain with neurons and connections. This means they can be trained. That is, if you have very specific data to train it with. That is what is meant by machine learning most of the time, but its not the only form of machine learning.

Actually both are used in the same meaning as machine learning.
But I would say AI is on a higher level. What we talk about is machine learning and we use therefore neural networks.
