about bgcolor attribute

I sometimes, by the different sites noticed that somewhere the "bg color" attribute is used and some other place when we use the "background" color then it is accepted other wise not. so what the logic behind this. these two are right or not or it is dependent on the situations.

"bgcolor" attribute is deprecated!

Any attributes or elements which control the visual appearance of an HTML document are deprecated! You should use CSS for controlling the visual appearance...

For this specific case, the CSS "background-color" property is used to change the background color.
