Under what sorts of circumstances would you use the input command? Who is the "user" that is referenced in this section?

I just don't understand why you would want to use an input command that is just going to tell you to put in more information in the next line of code. is this specifically for an outside user like someone using a website who is supposed to put info into a search bar, for example? or is this someone else using the code directly in python? and if so why would they be doing that?
