meta contains the titles of contents regarding to specific lesson/topic.
for example:
In your website, "about me"
you can pre-define/pre-explain smartly in meta tag which is specifically for content and name.
Here
<meta charset="utf-8">
That means the characters & special characters and emoji's type characters are visible if and only if that is to be encoded to utf-8 followed by charset property.
8 means number of bits used to encode the character.
UTF-Universal Character Set+Transformation Format-8bit.
