Are you a PHP Developer when you Develop in WordPress only?

It depends.
If you're developing the template itself for others to use, probably yes. PHP requires access to the server because it is a server-side language.
If you're tweaking a template someone else developed, probably not. (You'd just be a WordPress "developer", since many of the templates don't even require or sometimes allow you to alter the code.) WordPress templates are generally centered around the front end.

When you use the word tweaking to discribe a template someone else built to develop a premium website shouldn't just be called tweaking.
Reason is that, "you can not be able to develop any thing with that template if you can not write php & JavaScript".
One of reason people use the PHP template is because of time.
So in my own opinion, as far as the party is able to write PHP and JavaScript, he can also be called a PHP Developer.
For laravel also and the rest, all he needs to do is to learn the documentation.

Perhaps I misunderstood your question then... it seems you already had a preconceived idea of the type of answer you were looking for.
🤔 I've certainly hired contractors who have no knowledge of PHP to rig up a website & they would use WordPress (or Wix, etc.) just to get something up there until the client has a better idea of what they want & ponies up the funds to pay for a better website. In fact, many of the contractors were not able to override the template behavior when they needed to & contacting the original template developer was time consuming (& often fruitless). The contractors could & did "develop" websites with WordPress templates without knowing anything about PHP / JavaScript (& sometimes didn't even know anything about CSS / HTML).
If you can & do write PHP, then you are a PHP developer. This makes sense, but seems like the answer to a rhetorical question at that point. I wasn't aware that Laravel we being discussed before this.
