What really is the question here , are you looking for IDE for mobile for writing code or do you want to build native mobile applications using web dev tools?

You can find many text editor for mobile on app store, one is Droidedit which is a cool app and can edit many different types of files on android }

Else if b {
You can use a native library like React Native to build mobile apps for both ios and android, another is Ionic framework but is inferior compared to React Native as it only gives you a web view but not really a native app }
