AI means it must be responsive and to make your web page responsive you must use JS in addition to HTML and CSS. So, AI just using HTML and CSS? No. It's not possible.

Calviղ Lol. Then I guess you've misinterpreted the word "AI". It never means a machine rather it's just a bunch of codes with lots of logics and calculations. So, it doesn't really depend upon the language you use, if you can implement those logics and calculations, you can create "AI".

And yes, an AI can be created as a web application using HTML, CSS and JavaScript bcz AI is nothing more than logics and calculations.Moreover, in case you're unfamiliar, just read about tensorflow js.
