How to develop Apps for Android devices and which programming languages and tools are needed ?

Hello friends,

im a beginner in java and I want to develop an app for Android devices.
I wanted to know which tools you can recommend me to develop an app . I don't have a concrete idea but I wanted to know the main requirements for programming an app . Eventually I would like to know in case of publishing the app if there is something to pay( like a domain for websites).
