Is <hr> tag a block level element ?

In a quiz challenge I was asked to select which of the following are block level elements 1. form 2.span 3.hr 4.ol I selected 1 and 4 and my answer was wrong !!! I reported that to be a wrong answer . Did I do the right thing or not 😑...
