There is an android app called DroidScript, there you can create app with Javascript, html and css,
they have their own sintax to do it but As I said before they let you make apps with html, css and js then they have a plugin which converts those html apps into android packages ( the plugin is 15$) I haven't used it a lot but I just wanted to tell you about it
