Learn Java
Use Java and Android Studio to make your app.
Sign up for a google developer account .. There is a 1 time fee of $25.
Then you can upload as many apps as you want.

Google Play Service also has lots of stuff you can use. Leaderboards, Achievements, etc.

Spent $25 to sign up for the developer account, you can use this account to publish many apps you created, no need to pay extra money for each app you upload.
And in my memory, you can see the tutorial about how to upload an app to Play store on their website.

You do not HAVE to use Java or Android studio. For games I use C# and Unity.
You can make an App in most languages.. Do a search for your language of choice and android.

but with the new license of jdk, can we build commercial android apps without paying the license fee ?
