How to develop a program on my phone for my phone?

Let's say I'd like to develop an app that interacts with the dozens and dozens of sensors on my phone, which language(s) I'd have to learn and where could i find some examples of codes that interacts with my phone's light sensor for example?
Could i use Kotlin?

As far as I can tell, Java is the only possible on phone for phone app development language. I was not impressed with the app so stopped using it switching to my PC. There are a couple of IDE's that run on the phone supporting Kotlin, but not Android app development.
