can you create an API with .PY

hey I was creating a operating system that could interpret vocals and put the right genre
of created musical instruments in a file inside a DAW I created on the hard drive. the DAW will respond to vocals as patterns of sound recognizing the genre of music based on a bunch coding "if" and "elseif" statements. I was wondering could I make an api that would complement my DAW and what all do I need to do so??

Lol hey how's it going got big idea but to small of brain to get it out on program can you help me create a computer automated music producer by logic the program is meant to record voice automatically and produce music for the song going to take years to develop but I'm patient just wanna get started in the right direction
