Why we can not apply meta name="viewport"

Question

When we create a webpage of course we will use
<meta name="viewport" content.........
Why in sololearn we can not apply it and the default is
<meta name="viewport" content="width=device-width,initial-scale=1.0,user-scalable=no"/>
