How do i get my viewpoint fixed and not scroll along the web page as i scroll up and down?

I am presently building a webpage and required that the viewpoint must be fixed. The viewpoint is expected to contain the nav bar and the logo of the site. What I build has the entire page scrolling up and down but what I want to achieve is that the viewpoint be fixed whilst other parts of the page scroll along.

What did you mean by viewport should be fixed and other parts should scroll?
