Can i make a functional web-page like this?:

HTML = Structure(images, forms, headers,logos,etc)

CSS = style layout(colors ,text style ,borders,etc.)

JS =interactivity(drag and drop,form validation, alerts,etc.)

PYTHON("¿CAN I USE PYTHON FOR MY BACKEND SERVER OR IS PHP THE ONLY ONE FOR WEB BACKEND?")

You can use Python, php, Java, C#, and many others.

Yes you can use Python for your backend. There are modules like "Flask" or "Django" to do so. You can make a website as you described it, yes.
