Hacking is more attached to knowledge.

Today is possible to get information without using a single line of code.

Off course that if you want to find security breachs in a system you probably will use technology attached to the system.

Futhermore certains languages are preferable to do certains task.

For example:
After data mining you can use python to organize the information acquired because python makes data manipulation really easy.

In resolution:

Hacking is independently to programming in a general perspective.
