They are simply those persons who are able to give instructions to the computer and make computers to behave and work as they want.

A web developer is a software engineer who is capable to give instructions to the computer and able to create web applications or softwares. By using languages such as JavaScript, python, html, etc.... He gives instructions to the computer and computer understand those instructions and works or displays the output as he wants.

The main job of a software engineer mainly depends what "kind" of engineer he is or what 'type of applications or softwares' he is able to create. For example:- if you are working in Microsoft, then you mainly have to deal with "desktop applications" And to accomplish such tasks you need languages such as C# and C++.
