How to participate in coding challenges

When I enter a coding challenge page, below I see people responding in comments, but there is no button to add your own. Or you have to create a new post with the provided hashtag?

The same bar that appears at the bottom of this page should appear there. You can post the link to your code(s) there.

Mmm Now I see the + sign at the buttom, but I have to scroll a little bit before I can see it.
