May I add that 'Bootstrap' is not a language, it's a framework. Learn first HTML, CSS, JavaScript, then bootstrap.

Bootstrap is just a pre defined stylesheet.....it's just a css file, which includes styles in css classes.....html is the mark up...html is the base.....Bootstrap is for your styles.....html first, css next and then bootstrap and then learn sass if you have time.....
Note : BOOTSTRAP is a CSS framework....a predefined stylesheet......whereas HTML is your web page structure......
