The programmer is part of the development process but the developer oversees the whole process.-my opinion.

I view a developer as someone who's involved in the whole process from requirements gathering, through specification and coding to testing and, yes, support. They might not be fully involved in all stages all of the time. A programmer is someone who just concentrates on the coding and has little involvement in the rest of the process. This may be their choice of course. Programmers just code the project but developers handle more stuff about the project including coding also. But anyway it doesn't really matter when it comes to the title as in either ways coding is just what can really matter and that skill should be common between them.

A developer in my estimation is one who undertakes a project (a programmer meanwhile merely features in the developer's project at some point).
