it's depends on what you want to achieve ... different tools different results.

Unity - C# (2D & 3D)
Unreal Engine - C++ (3D)
Godot - GDScript, C#, C++ (2D, 3D)

best for 3D is Unreal, best universal is Unity (awesome shop), Godot is new but it’s big hype for him, and lots of Dev is changing from Unity to Godot if your main goal is indie games.

I don't know for the Game engine ..But to the best of knowledge..The best programming language for Games is Either Java or C++

If your game will be a PC game then go for "unreal engine 4" which uses mainly c++
