I would recommend to have basic knowledge in both functional and object oriented programming. But no, you can also be expert in R, Java or Julia to start machine learning, but Python is on the top.

I write ML codes using python with TensorFlow, and I'm not, in any sense, an "expert" in python. You should only be able to write structured code, and be able to debug it because you may face a lot of bugs.

Not really Most of the time you use for loops and simple function definitions with packages like numpy matplotlib and sklearn

Depends, I tried understanding ml theory. As in the analytical mathematics behind it and its crazy! But using the ML libraries available, it shouldnt be too hard to start learning especially in python due to yhe huge support for it
