Google Play Console Account

Question

I'm tried to publish my own application in play store. For this, I need to make a google play developer console account. But it asks us to pay 25$(1708.10 rupees). Why this fee? Why google ask us to pay 25$?

Please note that you can try to publish your apps in other ways : giving the apk through github or your website, using alternative markets...

dev: "hey, can you sell this for me ?"
google: "what's my profit ?"

Joke aside, I think it is for several reasons, and among them, to avoid a play store flooded with tons of poorly developped apps.

its a huge service i tell you. there are 10billion smartphone in use ( https://techjury.net/stats-about/smartphone-usage/ ) and android is taking 76 percent of the market share ( http://gs.statcounter.com/os-market-share/mobile/worldwide )
and those billions of android user has an easy access to playstore. its fair price tbh
