PDF in full version has some security / advanced security settings. This means a password can be set to open pdf. Also printing or extracting content can be limited. Adobe also has DRM (digital rights management system). To open pdf you need an Adobe ID. This is a strong system. But you can not prevent people from doing screenshots, camera shots or scans. Many documents like ebooks are working with DRM e.g. Amazon with kindle books.
