is there a way to predict the lottery using c++ or any code?.

It depends, if the lottery machine always runs exactly at a certain second of the day, then yes. But if there is a ball machine that randomly spreads the balls around then it's very hard.

In fact there is no pure randomizing in the world. dice results are based on how it was thrown and digital randomizing are typically based on time.
