Is it still free to build an app using Java?

Question

Well, I've read everywhere that Java is not free since 2019, but i couldn't understand them clear, I read that you need a verified license and stuff for connercial use
But does this mean that I can't develop an app without that license?
It's very disappointing if it's true because i've made a good jump in Java,
