Is there a maximum amount of ongoing challenge a person can have, that will not allow you to send out more challenge.

I noticed that while I was sending out challenge, at a point I couldn't send out again, even to people that I haven't challenged on that day.

Meny Evolving there's a limit to outgoing challenges. I've experienced it ones though I haven't calculated how many exactly.
You'll get a message requesting that you complete ongoing challenges. At this point you have to wait for opponents to complete on their side.

No You can only send 15 challenges to a person and can resend to the Same person in next 24 hours

But there is no limit of challenges you can make a day

Also you can only send out a maximum of 20 unanswered challenges per hour.

I also came across that problem once, but only once lol. May be later I will understand how, exactly, it turns out.

First two person's can only challenge 15 in 24 hours so you have to change your challenger & it is depend on your opponent not just your self
